Possible reasons:
1)looking for bits of rock, dirt, something on the concrete that provides calcium for building their shells.

This may be part of their food foraging process and you just happen to see them on the sidewalk.

Ha! Clever. :) I love your snail photos, and I really think that middle one is looking for food- in the close up, it looks like his head is stuck between the cracks!
They are fleeing from somebody who gives 4 stars to a love story on meat. Perhaps they fear your French cooking, nez pas?
